This plant is a tough plant which usually blooms easily under a variety of
conditions, usually preferring benign neglect. It would perform best in full
sun, but usually bloom fine in partial shade. Could it be growing in heavy
shade? Do you prune it often during the growing season? Are you overdoing it
with nitrogen fertilizer? Make sure it gets some sunlight, then let them grow
next season, using a little super phosphate along the way. Good luck.
