For the first time in my long memory, I can't even grow marigolds, the
easiest plant known to man. Mine have foliage covered with white marks and when
I water, some kind of insects whirl around. (Fayetteville)
While marigolds may seem like the easiest of plants, they can be a magnet for insects--primarily spider mites. Spider mites are sucking insects and can suck the sap out of the foliage leaving the foliage white and mottled. Heavy infestations will usually include webbing around the joints of the stems. Remove the heavily infested plants. Those not as affected can be sprayed with Kelthane, Malathion or Orthene. Insecticidal soap is an organic approach. Watch your other plants nearby, since spider mites don't limit themselves to marigolds.
